CLASSIFICATION:  INDUSTRIAL HYGIENE ENGINEER I

BASIC PURPOSE:  To assess health and safety concerns, provide technical assistance, and to prepare related reports.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Investigates working conditions and reports of accidents to identify potential health hazards or substandard conditions.

 

·        Inspects general occupational settings for the purpose of determining compliance with state and federal requirements.

 

·        Develops, recommends, and implements safety programs to prevent or correct unsafe environmental conditions.

 

·        Compiles, assembles, maintains, monitors, and interprets safety and health data using charts, tables, records, and files.

 

·        Prepares reports and lectures on subjects related to the prevention and control of occupational hazards and unsafe working conditions.

 

·        Conducts air and noise sampling surveys for state agencies and home owners to evaluate public health problems.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in developing formats and procedures for special applications OR in investigating and reviewing the use of equipment and data for a specialized function.

 

Knowledge:  Requires logical or scientific understanding to analyze problems of a specialized or professional nature in a particular field.

 

Impact:  Requires responsibility for achieving direct service objectives by assessing agency service needs and making preliminary recommendations for the development of alternative short-term program policies or procedures.  Errors at this level result in incomplete assessments or misleading recommendations causing a disruption of agency programs or policies.

 

Supervision:  Requires partial supervision of other employees doing work which is related or similar to the supervisor, including assigning job duties, providing training, giving instructions and checking work.

 

Working Conditions:  Requires performing regular job functions in an adverse working environment containing a combination of disagreeable elements which impact significantly upon the employee's capacity for completing work assignments.  This level includes work-related accidents or assault.

 

Physical Demands:  Requires medium work, including continuous strenuous activities such as frequent reaching, bending, or lifting as well as performing work activities which require fine manual dexterity or coordination in operating machines or equipment.

 

 

 

Communication:  Requires summarizing data, preparing reports and making recommendations based on findings which contribute to solving problems and achieving work objectives.  This level also requires presenting information for use by administrative-level managers in making decisions.

 

Complexity:  Requires evaluating a combination of wide-ranging job functions to determine work procedures, to solve problems, and to reach conclusions by applying analytical, technical, or scientific thinking.  This level also requires planning policies and long-term strategies, drawing conclusions based on available criteria, and evaluating the effectiveness of program objectives.

 

Independent Action:  Requires objective assessment in analyzing and developing new work methods and procedures subject to periodic review and in making decisions according to established technical, professional or administrative standards.

 

MINIMUM QUALIFICATIONS:

 

Education:  Bachelor's degree from a recognized college or university with major study in chemical, civil, environmental, or mechanical engineering or in industrial hygiene, biology, chemistry, medical technology, or environmental health.  Each additional year of approved formal education may be substituted for one year of required work experience.

 

Experience:  Three years' experience as an Industrial Hygienist or in inspecting facilities to determine compliance with federal and state health safety standards.

 

License/Certification:  New Hampshire driver's license.

 

SPECIAL REQUIREMENTS:

 

For appointment consideration, Industrial Hygiene Engineer I applicants must successfully participate in a structured interview measuring possession of knowledge, skills and abilities identified as necessary for satisfactory job performance by this class specification.  The structured interview is developed and administered, according to Division of Personnel guidelines, by representatives of the state agency in which the vacancy exists.

 

RECOMMENDED WORK TRAITS:  Thorough knowledge of health engineering including industrial operating methods, procedures and practices.  Thorough knowledge of established health standards and of New Hampshire and federal regulations governing industrial health.  Thorough knowledge of the technical methods of industrial health analysis and of the devices and procedures which minimize working hazards.  Considerable knowledge of chemistry, physics and principles of ventilation as applied to industrial health.  Ability to supervise and coordinate investigations involving the application of professional theory and the interpretation of industrial health laws, regulations and requirements.  Ability to organize and coordinate investigations.  Ability to recognize unsafe health and environmental working conditions and to develop measures to correct problems.  Ability to prepare industrial hygiene engineering reports and to prepare papers and lectures on the promotion of better industrial health practices. Ability to establish and maintain effective working relationships with representatives of industries, equipment manufacturers, other agencies and associates.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
