BASIC PURPOSE:  To patrol inland water bodies of the state and to supervisor other employees in ensuring proper enforcement of boating and navigation laws, rules and regulations.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·           Patrols inlands water bodies to enforce boating laws and identify navigational safety hazards and violations.

·           Arrests violators for various offenses or breach of criminal law and prosecutes or assists subordinates in prosecuting cases in court.

·           Supervises the law enforcement activities within an assigned geographical area of the State.

·           Checks spar buoys and flashing light beacons for proper placement and operation.

·           Investigates boating accidents, complaints, and calls for service from the public.

·           Arrests suspects forcibly if necessary, using handcuffs and other restraints; subdues resisting suspects using maneuvers, approved weapons, and hands and feet in self-defense.

·           Writes investigative and other reports including sketches, citations, affidavits, complaints and warrants.

·           Responds to water emergencies on inland/coastal waters.

·           Inspects private and commercial boats for compliance with safety regulations.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in recommending routine changes in standardized operating procedures OR in retrieving, compiling, and reporting data according to established procedures OR in operating complex machines.

 

Knowledge:  Requires understanding and using business or trades vocabulary or basic arithmetic to perform standard operating procedures.

 

Impact:  Requires responsibility for contributing to immediate, ongoing agency objectives by facilitating the direct provision of services to the public or other state agencies.  Errors at this level result in inaccurate reports or invalid test results and require a significant investment of time and resources to detect.

 

Supervision:  Requires direct supervision of other employees doing related or similar work, including scheduling work, recommending leave, reviewing work for accuracy, performance appraisal, or interviewing applicants for position vacancies.

 

Working Conditions:  Requires performing regular job assignments in an extremely disagreeable or dangerous working environment with continuous exposure to an uncontrollable number of hazardous elements, including occupational accidents, injuries, or diseases which result in total disability or death.

 

Physical Demands:  Requires medium to heavy work, including continuous physical exertion such as frequent bending, lifting, or climbing.

 

Communication:  Requires summarizing data, preparing reports, and making recommendations based on findings which contribute to solving problems and achieving work objectives.  This level also requires presenting information for use by administrative-level managers in making decisions.

 

Complexity:  Requires a combination of job functions to establish facts, to draw daily operational conclusions, or to solve practical problems.  This level also requires providing a variety of alternative solutions where only limited standardization exists.

 

Independent Action:  Requires a range of choice in applying a number of technical or administrative policies under general direction and making routine decisions or in recommending modifications in work procedures for approval by supervisor.

 

 

 

 

 

 

MINIMUM QUALIFICATIONS:

 

Education:  Completion of high school or G.E.D. equivalent.  Each additional year of approved formal education may be substituted for one year of required work experience.

 

 

Experience:  Two years' experience in work associated with boating safety and navigation, one year of which shall have been as a Marine Patrol Officer I, with one full-time, full season (minimum of 520 hours per season) equivalent to one year in the class.  Additional years of related work experience may not be substituted for the formal education required by this class specification.

 

 

License/Certification:  Current Red Cross Multi-Media First Aid Certificate or its equivalent as determined by the Chief or Deputy Chief, Marine Patrol Section.  Must be certified as a part-time police officer by the New Hampshire Police Standards and Training Council unless already certified and certification is still in effect.  Must possess a valid New Hampshire Boating Education Certificate and a current New Hampshire motor vehicle driver’s license.

 

Special Requirements: 

 

1.  Must be at least eighteen (18) years of age on date of appointment.

 

2.  Must be in good physical condition; applicants selected for employment must submit a physician's  

      statement of health prior to employment.

 

3.  Must be able to pass a 50 yard free style swim test or have a current certificate of swimming ability

      containing this requirement.

 

4.  Must be willing to accept employment in assigned geographic location.

 

5.  Must pass a written and navigation performance examination administered by the Division of Safety

      services.

 

 

RECOMMENDED WORK TRAITS:  Considerable knowledge of agency rules and regulations governing the Bureau of Marine Patrol.  Knowledge of state provisions for emergency situations.  Knowledge of the laws of arrest and evidence.  Knowledge of state laws relating to the enforcement of criminal boating laws.  Knowledge of criminal identification techniques and methods to identify and preserve evidence.  Knowledge of the principles and methods of crime and boating accident investigation.  Knowledge of probation, parole and court procedures, including court decisions pertaining to law enforcement.  Elementary knowledge of criminal behavior.  Skill in presenting oral and physical evidence in court.  Skill in proper interviewing and interrogating techniques.  Skill in making quick, accurate decisions.  Skill in the proper use and care of firearms.  Skill in conducting investigations and in recognizing, identifying and preserving evidence of crime.  Skill in using police communications equipment.  Skill in life saving techniques.  Ability to perform physically demanding tasks.  Ability to operate a motor vehicle and various types of powerboats safely and high speeds.  Ability to learn the use of firearms and other law enforcement equipment.  Ability to exercise tact, diplomacy and impartiality in relation to others.  Ability to make decisions based on common sense and good judgment.  Ability to resolve stressful situations.  Ability to comprehend and comply with written and oral directions.  Ability to comply with and enforce federal, state and local laws.  Ability to increase competency through training and instruction.  Ability to communicate orally and in writing.  Ability to take orders and accept supervision.  Ability to withstand long periods of uninterrupted work.  Ability to react quickly and calmly in emergency situations.  Ability to establish and maintain effective working relationships with federal, state, county and local agencies.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
