CLASSIFICATION:  SYSTEMS DEVELOPMENT SPECIALIST I

BASIC PURPOSE:  To perform computer programming functions by applying standardized procedures.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Codes, modifies and maintains programs within an application to meet project requirements; integrates programs as required.

 

·        Confers with supervisors to resolve problems and questions concerning with computer hardware and software.

 

·        Prepares sample test data and conducts and reviews test results, and modifies programs to comply with specifications.

 

·        Prepares end user documentation to support implementation.

 

·        Prepares technical operations run documentation as prescribed to meet the data processing standards.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in recommending routine changes in standardized operating procedures OR in retrieving, compiling, and reporting data according to established procedures OR in operating complex machines.

 

Knowledge:  Requires knowledge of business practices and procedures or technical training in a craft or trade, including working from detailed instructions, to apply knowledge in a variety of practical situations.

 

Impact:  Requires responsibility for contributing to immediate, ongoing agency objectives by facilitating the direct provision of services to the public or other state agencies.  Errors at this level result in inaccurate reports or invalid test results and require significant investment of time and resources to detect.

 

Supervision:  Requires no supervision of employees or programs.

 

Working Conditions:  Requires performing regular job functions in a controlled environment with minimal exposure to disagreeable job elements and little risk of hazard to physical or mental health.

 

Physical Demands:  Requires light work, including continuous walking or operating simple equipment for extended periods of time as well as occasional strenuous activities such as reaching or bending.

 

Communication:  Requires summarizing data, preparing reports and making recommendations based on findings which contribute to solving problems and achieving work objectives.  This level also requires presenting information for use by administrative-level managers in making decisions.

 

Complexity:  Requires coordinating a combination of diverse job functions in order to integrate professional and technical agency goals.  This level also requires considerable judgment to implement a sequence of operations or actions.

 

Independent Action:  Requires objective assessment in analyzing and developing new work methods and procedures subject to periodic review and in making decisions according to established technical, professional or administrative standards.

 

 

MINIMUM QUALIFICATIONS:

 

Education:  Associate’s degree from a recognized college or technical school, or two years of college with at least fifteen (15) credit hours in the field of computer sciences.  Each additional year of approved formal education may be substituted for one year of required work experience.

 

Experience:  Two years of experience in information processing and computer programming associated with computer systems similar to the recruiting agency.  Each additional year of approved work experience may be substituted for one year of required formal education.

 

License/Certification:  None required.

 

RECOMMENDED WORK TRAITS:  Knowledge of the fundamentals of information processing and the principles of systematic problem solving.  Knowledge of agency-specific computer systems.  Knowledge of the theory of data organization and access and familiarity with peripheral devices.  Ability to communicate with various department and division representatives relative to functions which can be adapted to computer applications.  Ability to reduce problems to basic details and to work with mathematical and algebraic formulae.  Ability to establish and maintain effective working relationships with associates and representatives from other state departments and agencies.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
