EMPLOYEE POLICIES & PROCEDURES
The Division of Personnel is charged with adopting Personnel Rules which apply to all classified state employees. The Division also issues or oversees statewide policies affecting employment issues, including policies relating to the American with Disabilities Act, domestic violence in the workplace, sexual harassment, the Family and Medical Leave Act, ethics, and military leave. In addition, the Personnel Appeals Board adopts rules regarding procedures for the conduct of its business.

JOB CLASSIFICATION & COMPENSATION

LABOR RELATIONS
New Hampshire has a collective bargaining law and three certified bargaining agents to negotiate state employee contracts: The State Employees' Association of NH, the NH Troopers Association, and the New England Police Benevolent Association.

PERSONNEL APPEALS BOARD
State law provides a process for classified employees to appeal a variety of employment decisions ranging from disciplinary action to position classification and reported conflicts of interest. Appeals are heard by the NH Personnel Appeals Board, a qualified, independent panel appointed by Governor and Council under the provisions of RSA 21-I:45.

TRAINING & DEVELOPMENT SERVICES
New Hampshire provides a unique program of continuing professional development through the Division's Bureau of Education and Training. The Bureau is pleased to offer this training to state employees as well as to county, municipal, and Federal employees.

This section contains several workforce development models designed to help government agencies identify and analyze occupations and competencies needed to meet current and future organizational goals and objectives. The intent of these models is to provide government agencies guidance in developing the competencies of their workforce.
